CSO boosts capacity to shield women from HIV/AIDS scourge

Tunaweza Women Group is one of the numerous civil society organisations that focuses on revitalizing the lives of youths, women and other people who are HIV-infected.

The organisation based in Temeke District of Dar es Salaam organises several types of courses that empower the participants to liberate themselves economically and lead decent lives.
Leaders of the group had thought it wise to undertake a capacity building course that would help them improve their day-to-day operations. The Foundation for Civil Society extended a grant to facilitate the training.  

The treasurer of the group, Ariziki Mtambalike, recalls: “Prior to undertaking the training, we used to run the organisation in an overly local manner. We are now conducting our operations in a more professional style.”

“We also used to wait for a problem to occur so as to spring into action. We now realize that the task of a leader is not only to solve problems but also follow up our clients,” Mtambalike says.
Tunaweza Women Group has earmarked Saturday as a day when women meet to discuss various issues and work challenges. 



Ushivimwa suluhisho migogoro ya ardhi Mkuranga

MIGOGORO ya ardhi katika maeneo mengi hapa nchini yamekuwa na madhara kwa wananchi kwa kusababisha maafa.
Mbali ya kusababisha maafa, migogoro hiyo imekuwa ikisababisha kudumaza maendeleo kwenye maeneo yanayokabiliwa na changamoto hiyo.


Baadhi ya wananchi wanasema kuwa migogoro hiyo inashindwa kupatiwa ufumbuzi kutokana na wajumbe wa mabaraza ya ardhi kuendesha mabaraza bila elimu yoyote.
Nuri Kiswamba ni Katibu wa asasi isiyo ya kiserikali ya Ushirikiano wa Vijana wa Mwandege, Mkuranga mkoani Pwani (USHIVIMWA) ambaye anasema wamefanya utafiti kuhusiana na migogoro ya ardhi katika wilaya hiyo.


Kiswamba anasema kuwa asasi yao kwa ufadhili wa Shirika la The Foundation For Civil Society wanaendesha mradi wa sheria ya mabaraza ya kata ya mwaka 1985, ambao unatoa mafunzo kwa wenyeviti wa mabaraza ya ardhi, wajumbe na wananchi.
Anasema mafunzo hayo yatasaidia kuwajengea uwezo walengwa watakaoifahamu sheria ya ardhi na kupunguza migogoro ya ardhi Mkuranga.


Asasi hiyo itaendesha mradi huo wa miaka mitatu kwa gharama ya sh 134,966,000 katika kta za Vikindu, Vianzi, Tambani Mkuranga na Kiparang’anda wilayani humo.
Lengo kuu la mafunzo hayo ni kupunguza ongezeko la kesi za migogoro ya ardhi katika maeneo yao na hatimae kumaliza kabisa matatizo hayo.


Mmoja wa washiriki wa mafunzo hayo, Shwaari Maneno, anasema wananchi wanatakiwa kupatiwa elimu hiyo ili waweze kujua sehemu sahihi ya kupeleka migogoro yao.
Maneno anasema serikali hadi sasa haijatoa elimu yoyote kuhusiana na sheria ya ardhi na wananchi wengi kutotambua njia sahihi ya kupeleka kesi zao na badala yake kukimbilia polisi pekee.


Anasema Halmashauri ya Wilaya ya Mkuranga ilitoa elimu ya namna ya kuendesha mabaraza kwa wajumbe wa mabaraza ya kata mwaka 2011 na wananchi hawakunufaika na elimu hiyo ambao ndio walengwa wakubwa.
Maneno anasema mafunzo aliyopata kutoka katika asasi hiyo wataenda kuyatumia vizuri ikiwa ni pamoja na kuwaelimisha wananchi ambao hawana uelewa juu ya sheria ya ardhi na wataondosha migogoro hiyo kwenye maeneo yao.


Anaiomba serikali kuungana na asasi hiyo kutoa elimu hiyo ili wananchi wafahamu sehemu sahihi ya kufikisha mashauri yao.
Veronika Mloka ni Mjumbe wa Baraza la Kata ya Kiparang’anda aliyenufaika na elimu hiyo.
Anasema migogoro mikubwa katika maeneo yao ni ya ardhi ambayo wakati mwingine inatishia amani kwa walengwa.
Mloka anaiomba serikali kufikisha elimu kwa wananchi na viongozi wa mabaraza ili migogoro hiyo imalizike katika ngazi ya kata badala ya hali ilivyo sasa ya kuifikisha polisi na kurudi tena kata hali inayochangia kutumia muda mwingi kushughulikia masuala hayo.


“Mimi kabla ya kushiriki katika mafunzo haya sikuwahi kujua namna ya kuendesha mabaraza wala kuwaelekeza wananchi waanzie wapi wanapokua na kesi kama hii sasa nitatoa elimu hii kila utakapofanyika mkutano ili wananchi waelewe,” anasema.
Ushivimwa ilifikia hatua ya kuandaa mradi huo baada ya hitaji muhimu kutoka kwa wakazi wa wilaya hiyo ambao walitoa mapendekezo yao kwenye ripoti ya mradi wa utawala bora ulioendeshwa na asasi hiyo.
Inaelezwa kuwa wananchi waliomba elimu hiyo kutokana na uwepo wa migogoro mingi ya ardhi ambayo kwa kiasi kikubwa inarudisha nyuma maendeleo.


Hata hivyo katika zoezi la ufuatiliaji iligundulika kuwa asilimia 20 pekee ya wajumbe wa mabaraza ya vijijini ndio wanaelewa sheria ya mabaraza ya kata ya mwaka 1985, na wananchi ilibainika kuwa asilimia 17 ndio wanafahamu majukumu ya mabaraza ya kata.
Anasema matarajio yao baada ya mradi huo ni kuwepo kwa idadi kubwa ya wananchi wanaoyatumia mabaraza ya kata kama vyombo vya mahakama katika kutatua migogoro badala ya kujichukulia sheria mkononi na kuishia kulalamika.
Matarajio mengine ya mradi huo ni kurahisisha upatikanaji wa haki ngazi ya kata kwa wananchi na kuleta hali ya usalama na amani vijijini kwa wananchi kupata haki kupitia mabaraza ya kata.


Katika Kata ya Lugoba, Wilaya ya Bagamoyo yameendeshwa mafunzo ya kuwajengea uwezo wa sheria namba 5 ya ardhi ya vijiji ya mwaka 1999 wajumbe wa mabaraza ya ardhi ngazi ya vijiji, wakulima na wafugaji.
Mafunzo hayo yameendeshwa na Shirika la Maendeleo la Wajasiriamali Miono (SHIMAWAMI) lengo likiwa ni kusaidia kupunguza migogoro kwa wananchi na viongozi wa mabaraza ya ardhi kutambua namna ya kusimamia sheria katika kutatua migogoro ya ardhi.
Katika Mkoa wa Pwani migogoro mingi ya ardhi imekuwa ikisababishwa na wakulima na wafugaji.

Dialogues on enhancing accountability in education sector pay off in Ileje

 Teachers, students and other stakeholders of a project on enhancing accountability in education sector in Ileje district have expressed satisfaction following some registered improvements in the sector, primarily brought about by a campaign to mobilize the community participation.

In particular, pupils and students can now have regular meals at schools. More striking is that even new classrooms, teachers’ houses, assembly halls, to be used for examinations and other activities are under construction following a community mobilization campaign waged by Kilio cha Mama na Watoto Mbeya (KIWAMAMBE) through the funding from the Foundation for Civil Society (FCS).

People with disabilities criticize infrastructure

Tanzania has not fully implemented the 2006 UN human convention that calls on countries to have friendly infrastructure for persons with disabilities (PWDs), according to visually impaired persons attending training in Mwanza.

Among the notable complaints were lack of friendly sidewalks, footpaths and toilets for PWDs, with those with visual impairment the worst victims. Conducted by Tanzania League of Blind Mwanza branch with the funds from Foundation for Civil society, the training on legal rights to PWDs drew 35 visually impaired persons from six districts of Mwanza Region.
