PRE-QUALIFIED COMPANIES TO PROVIDE SERVICES TO THE FOUNDATION
IN YEAR 2008
I. BACKGROUND
At the end of December 2007, the Foundation for Civil Society invited firms to submit tender(s) to provide a range of services for the Foundation for the year 2008. The tender adverts were announced through national wide newspapers in both English and Kiswahili (The Guardian, Daily News, Tanzania Daima, Mwananchi and the Citizen newspapers).
On 31 January 2008 at 4.30 p.m., the tenders were opened at the Foundation for Civil Society Board room. The exercise was witnessed by the Procurement Committee members of the Foundation and Mr. Onali Salem (an inside observer) with the following representatives from among the bidding companies:
On 7th March, 13th March and 2nd April 2008 the Procurement Committee met to assess tenders.
On 16 April, 30th April and 2nd May 2008 members of the Procurement Committee made a reality check through physical visit to some of the prospect bidders. The team issued a report which provided input to the final selection process on 27th May 2008.

3. CRITERION FOR SELECTION
General:
· Specific experience of the firm in carrying out similar assignment
· Competency and value for money:
· Quality of work displayed
· Pricing /Costing
· Necessary requirements: Certificate of registration; Valid Business license;
VAT/TIN registration; Physical address of offices; and Bankers address
Specific:
· Competence of a crew leader (experience and qualifications)
· Quality of equipments
· Experience and knowledge of CSOs in Tanzania
· Qualification of trainers

Note: The following Companies are pre-qualified to provide a range of services in the year 2008/9. Quotes for each order shall be requested from pre-qualified suppliers from 1st June 2008 to 31 March 2009.

No company was appointed to provide services in year 2008. The Foundation will solicit quotations as and when the event happens.

The assessment of the capacity of the service providers from the quotations submitted was done by the Foundation’s Procurement Committee and an independent consultant.
